The regular meeting of the North Baltimore Local Board of Education was held on Tuesday, August 21, 2012 at 5:30pm in the Wolfe Community Room of the North Baltimore Public Library.
After a brief report from Treasurer, Eve Baldwin, the Board heard a report from Superintendent, Marlene North. She reported that except for a few minor adjustments of the technology and some other loose ends that were being taken care of, the new MS/HS Complex is completed and ready for students.
An Open House was held on Tuesday, August 23, 2012 at 5:00 until 7:00pm preceded by a ribbon-cutting ceremony and some rousing band music from the NB Marching Band. The Open House was well attended and the comments on the new building were favorable. There will be another Open House for parents and students the day before school starts on August 28, 2012 from 5:00 until 7:00pm. First day of school is Wednesday, August 29, 2012.
Superintendent’s Recommendations:
Accepted the resignation of Brooke Forsyth, sixth grade teacher at Powell, effective August 10, 2012.
Approved a One Year Certified Contract to Nicole Lang, sixth grade teacher at Powell for the 2012-13 school year.
Approved the appropriate salary placements for certified staff completing educational hours that will move then higher on the current salary schedule; Christina Toflinski.
Accepted the resignation of Anne Carles, cook at Powell, effective August 13, 2012.
Approved the following supplemental contracts for the 2012-13 school year at the appropriate step:
Josh Meggitt, Asst. Cross Country Volunteer, Kathi Bucher, Powell Safety Patrol, Kathi Bucher, Powell Student Council Advisor, Karen Dishong, Powell Team Leader, Kara Cikotte, Powell Team Leader, Jeanne Titus, Powell Team Leader, Cindy Coppler, Primary Team Leader, Title I, Jeanne Titus, Intermediate Literacy Coordinator.
Approved the Wood County Substitute List and all subsequent lists for the 2012-13 school year at $75.00 per day on an as needed basis.
Approved the following student teacher from Bowling Green State University, with cooperating teacher, for the 2012-13 school year and paid through General Fund at BGSU’s current stipend rate. Eric Lepley with Mark Hollenbaugh.
Approved Sharon Barnett, School Psychologist, as the District 504 Coordinator for the 2012-13 school year as no cost to the board.
Approved Sharon Barnett, School Psychologist, and Katie Kelly, Special Needs Supervisor, as North Baltimore representatives for special needs services for the district for the 2012-13 school year at no cost to the board.
Approve an agreement with the Wood County Educational Service Center to participate in the Safe Schools/Healthy Student Initiative Grant for the 2012-13 school year at no cost to the board but does include a stipend for a district coordinator of $1,500.
Approved a supplemental contract to Ben Pack as the Safe Schools/Healthy Students Grant Coordinator for North Baltimore Schools for the 2012-13 school year for the $1,500 stipend paid through this grant.
Approved an agreement with the Wood County Educational Service Center for services for the 2012-13 school year at an estimated cost of $873,934.
Approved an agreement with the Wood County Juvenile Detention Center for services for students in the JDC/JRC Program on an as needed basis for $60 per day and $50 per day long-term for the residential program for the 2012-13 school year.
Approved a two year agreement with McManus, Dosen & Co. for providing audit services for the Medicaid Program beginning October 1, 2010 through June 30, 2012 at a cost of $2,900 per year.
Approved the 2012-13 bus routes as established, with necessary adjustments being made throughout the year.
Approved the North Baltimore Medical Office Doctors and Wood County Hospital Ready Works for bus driver and van certified physicals for the 2012-13 school year.
Approved a five year agreement with the Village of North Baltimore for police and security protection for the North Baltimore Schools and events beginning August 1, 2012 through July 31, 2015 at an estimated cost based on previous years of $2,500 paid through the General Fund. This contract will be renewed annually during the life of the contract based on certification of funds.
Approve a contract with the Village of North Baltimore for water and sewer tap services for the athletic complex at the MS/HS site at 2012 Tiger Drive at a cost of $900 and $200 for a total of $1,100 paid through General Fund.
Approved a one year agreement with Transtar Security Systems, Inc. for security at both Powell and the MS/HS buildings for the 2012-13 school year at a cost of $38 per month.
Accepted the proceeds from the auction of the Main Building contents from Walter Brothers, Inc. of $27,052.19 to be deposited into 003-9098 P.I. account.
Approved the annual maintenance fee services with NEOLA, Inc. for the electronic publishing program of school district policy at a cost of $500 per year.
Approved a maintenance service agreement with CampbelI Inc. for the MS/HS Building for the 2012-13 school year at a cost of $6,248.
Approved an estimate for well drilling and pump with Able Well Drilling at an estimated cost of $10,834 to be paid from P. I. Funds.
Accepted a donation of $200 from Janice, Shari, and Steve for a tree at the new MS/HS site in memory of Walter and Florence Whipple to be deposited in the new MS/HS Landscape Fund 019-9199.
Accepted a donation of $200 from Lyman Leathers and the North Family for a tree at the new MS/HS site in memory of Mabel Dick, to be deposited in the new MS/HS Landscape Fund 019-9199.
Accepted the donation of moving the Bill Bibler Tree from the Main Building to the new MS/HS site from the Bibler Family.
Accepted a donation from Doris Miller of $20 for the Jim Tatham Scholarship Fund to be deposited in the HS Support Fund 018-9218.
Addendum Items:
Approved an agreement with Great Lakes Biomedical for drug testing student athletes at an estimated cost of $6,000 for the 2012-13 school year.
Approved the appropriate salary placement for certified completing additional hours that move them higher on the current salary schedule: Bradlee Rowlinson, Move to M+10.
Accepted a donation of plants at the MS/HS site from the North Baltimore Garden Club.
The Board moved to Executive Session at 6:48pm to discuss some confidential items. No action taken.
