VILLAGE OF NORTH BALTIMORE - SPECIAL COUNCIL MEETING - SEPTEMBER 23, 2014 - MINUTES
I. Pledge of Allegiance
Mayor Julien called the meeting to order at 7:30 PM and led the Pledge of Allegiance.

III. New Business/Legislation
A. Aaron Paterson asked for clarification of Change Order #9. He was told that this is a result of wrapping up the project with less of a cost that was originally estimated. Earlier in the project a similar deduct change order was approved. Change Order #9 will result in a reduction of $260,000 even with the additional expenditure of $67,000 for the additional sewer lining. The sewer lining, also called slip lining, is needed as a portion of the old sewers in the area described in Change Order #9 that are now used as storm sewer are in danger of collapsing. The work can be done at the lowest cost as the company that does this work has a crew in Findlay and by acting on this change order, we can save money as the crew will move to this, a nearby job, when they’re done in Findlay.
Since the final completion date was 09-22-14, several members of council asked Mayor Julien if the job was indeed completed per specification. Mr. Julien said that he’d have more answers after the 09-24-14 construction meeting. One of the items to be discussed at the meeting are the remaining items on the punch list. Ms. Thompson said that since there has not been a final sign off then the job must be considered incomplete and that it is time to fine the contractor for not meeting the deadline.
Mayor Julien said that he would e-mail all members with details after the construction meeting. Mr. Cameron said that some of the punch list items that Supt. Wickard noted during the walking inspection were not on the list. Mr. Rose said that Supts. Patterson and Wickard should attend the 09-24-14 meeting.
Motion by Aaron Patterson to approve Change Order #9 for the Sewer Separation Project as follows: 1) Approve an additional expenditure for the installation of approximately 685 feet of sewer lining in the vicinity of Walnut and Gillett and Broadway at a cost of $67,000. 2) Approve a total deduct for the project of $260,000. This includes the additional spending in part #1. Second by Mr. Cameron. All approved except Mr. Rose who voted no.
B. Ms Dettling and Mayor Julien discussed several options for using the remaining bond proceeds. As long as the village does not access these funds there is no interest due and there is no time limit as to when the village must use these funds. Both Ms Dettling and Mayor Julien urged council to be deliberative in this process and to spend the time needed to explore options. Council members were asked to think about possible projects that would have a long term impact on the village.

Ms Thompson made a motion to adjourn at 8:07 PM. Second by Ms. Goldner. All approved.
